With the continuous development of global data open sharing, data publishing has attracted extensive attention from the academic circle, publishing circle, library and information circle, and international data organizations. In terms of the international academic publishing circle, international academic publishers such as Springer Nature, Elsevier and Wiley have developed classified, hierarchical and gradually enhanced data sharing policies, encouraging or requiring authors to provide data accessibility statements and cite data sets in papers.

1. Science Data Acquisition and Analysis
The science data submitter shall acquire science data by itself in the process of carrying out scientific research, or process and analyze the basic science data to form reanalysis data and processing result data to support the output of innovative results of academic papers.
The science data submitter shall ensure that the process of data acquisition and analysis is scientific and credible and meets the requirements of scientific research integrity.
2. Science Data Submission
The science data submitter may choose to submit the paper associated data to the National Space Science Data Center (NSSDC) according to the requirements of a journal to which the paper will be contributed, and make a backup of the paper associated data at NSSDC designated by his unit.
Before submitting the paper associated data, the science data submitter shall reorganize the data according to the specification requirements published by the journal and NSSDC, and form descriptive information of the science data in a prescribed format.
The science data submitter shall submit the paper associated data according to the exchange process and specification requirements released by NSSDC. NSSDC shall provide consultation services for the science data submitter to assist him in completing data submission.
3. Science Data Auditing and Feedback
NSSDC shall conduct formal examination of the exchanged paper associated data and provide academic journals and legal entities with technical support services for content examination and quality assessment. If there is any problem with the submitted paper associated data, NSSDC will give feedback to the science data submitter and urge him to revise and resubmit the data in time until approved.
4. Science Data Catalog Management
NSSDC shall classify, catalog, mark, save and make a backup of the approved paper associated data.
5. Science Data Maintenance and Update
NSSDC is responsible for maintaining the paper associated data and supporting the data submitter in version upgrade of the submitted science data.
6. Science Data Release and Sharing
The science data submitter shall apply to NSSDC for releasing and sharing the paper associated data according to the requirements of the journal and in compliance with laws and regulations.
